idle problems...
when i turn my car on and it isn't at normal water temp, it idles at 1400-1600 back and forth rapidly. until it is fully warmed up and the intake will stop sucking in rapidly and go down to normal idle, then when i start out in 1st gear and all gears, when it hits that 1400-1600 rpms it will do the same thing till i pass, but it normally makes my car burnout when it does that.so i have to ride the clutch over 1600 rpms to start out. it is on a 1993 JDM d15b vtec with 1992 vx wiring harness. in a eg hatch with P28 hooked up.

EACV up to 1992 = IACV after 1992
same part, same function. I guess before 1992, it sounded impressive to refer to an engine part as "electronic" hahah...
Honestly tho, i'd try cutting/removing the J1 jumper in the ecu and letting the car run off the stock program if the IACV doesn't help.
I don't trust those "JUN" race chips....
Also, make sure all the air has been bled out of the coolant. It has been known to cause this problem too.

It takes like 5 seconds with a hot soldering iron to reconnect the jumper.
Plus you'll find out now much nicer it is to run your *STOCK* D15B on a stock P28 program, without spewing raw gas out the tailpipe and fouling plugs.
Hint: Race chips are for Race engines...
