Default O2 sensor problem

I have a 95 honda civic with a turbo gsr motor in it with a P28 ecu and a Hondata s100 system and it is throwing and O2 sensor code and its really aggrivating im getting about 130 miles to a tank of gas it loads up and bogs really bad. The thing that is wierd about it is normally codes come up after the vehicle warms up but my car throws it instantly when you just turn the key on.I put in a brand new O2 sensor and and reset the ecu it still threw a code. I tried switching the ECU and same thing. Also I checked all the wires for proper voltage and everything seems to check out fine. I also checked the signal wire from the O2 all the way to the ecu with a multi meter for resistance to see if there was a break in the wire but that checked out fine as well. Any ideas or suggestions would be greatly appreciated
