Sounds like for whatever reason your water pump isn't pumping the water good enough. Do you have an underdrive crank pully? If so, your water pump may not be getting enough power to sufficiently cool the engine, especially at low RPMs. Another possibility is that there is a clog somewhere in your cooling system. That would dramatically decrease the effectiveness of your water pump.

It doesn't sound like a water pump issue. If it's not in the red
while you are driving and in the red when you sit that is
due to the fact that your fans are not working and cooling the engine.
When in motion , you have outside air, but at a light, heat
builds up inside the bay with no way to cool off.

The other issue is that you should check your coolant for oil.
You may have blown a head gasket due to so much over heating and possibly warping your head.

If it were a headgasket, I would imagine he would leak water either into the oil or the cylinder but he said the water is always full. Still, it would be a good idea to check the coolant for oil.

BTW, those of you who are saying to take the thermostat out or have the fan wired on all the time, that's ridiculous. There is no reason for the fan to be on while you're doing 70mph down the highway.
