help on my ls vtec

i have a ls vtec ek coupe obd 1 and i have a p28 ecu and i think it is not getting enough range of rpm's and i was trying to get some ideas on what to do a new ecu or get the p28 chipped..thanks for ur help..

get your p28 chipped like i wanna do but ill let the pros take over on witch chip to get because i dont really know myself
