no, it's just a fuel rail. if you need to adjust your fuel pressure, get an FPR.

that outlet is probably for a fuel pressure gauge to put on the fuel rail, not to alter the fuel pressure though.

To alter fuel pressure, you are best off with a b&m unit or aem fuel pressure regulator.
If you want to spend big bucks, go with an areomotive fuel pressure regulator.
