Default weird idle

I have a problem. I have a 1989 honda civic dx. When I accelerate the car runs fine. But when i push in the clutch to come to a stop. The engine starts to idle up and down. And after a few seconds the idle runs smooth while im at a stop and with me not pushing on the gas. I just replace a fuel filter and I thought i may have nocked a pressure line off. But i didnt. any help would be welcomed thanks

test the aic valve by starting the engine, let it run until the coolant fan kicks on,then unplug the aic.if the engine stills or starts to idle rough=the aic is working fine.
if you unplug the aic and the engine doesn't show any response, then replace the aic valve... $$
