The obd0 pr3 and pwo ecu's are real picky about the o2 sensors. Are you running both of them? If so try switching the positions of the two sensors. Sounds stupid but it works sometimes.
Also if anyone you knows has a mugen chipped ecu or some other chip that eliminates closed loop try that.

May sound weird, but my buddies integra was doing the same thing. Runs good at full throttle and idle, only in between it would sputter. Turned out all we had to do is turn his distributor a little (I thikn advanced) and it cleared it up. Just a suggestion towards an easy solution...

also, it might sound dumb, but mine did it ...clean the FIACV (fast Idle air control valve), it cleared mine up. and watch out when you take it off, especially if your car was warmed up, hot anti-freeze isnt nice to the skin. lol.

Listen to kj this guy definately knows his stuff. i also have a first gen b-16a pr3 and ran into the same problem, i told him what you said and he told me the same thing, so i swapped the o2 sensor wires around on the ecu and never had that problem again.
