Question B18C1 build and problem

I don't want to sound like an idiot, but there's a number of questions and i need advice and help (which arent' the same things).
First, my motor (factory GSR originally) is drinking water. I don't drive it because I live in Italy right now. I've heard that it's taking large amounts of water (about a liter for 20 minutes of driving or idling). I think that the motor needs a rebuild.
After the build, or during. I am going to install a turbo. I'm looking to run about 12's or so after the car's finished. I've emailed Secret Services about helping me out with the work, but gotten no response. I need advice on pistons, cams and turbo kits. I was thinking of JE pistons, Skunk2 cams, and a Drag Gen 3 kit. Right now the block's bored .020" over and is about 2.0 liters. I have a skunk2 manifold and Type R cams. I hope that someone can help me here with this.
Also, where in the area can I get slicks and wheels mounted (Bogarts and Mickeys or M&H).

I fully admited to needing advice, and thank you for the help. I wasn't sure what the total displacement was for the motor, but I'm sure that it was bored over. I want to get a rebuild, because the compression is 11:1 right now, which I know is way too high for the turbo.

Concerning water consumption:
Does the exhaust smoke white ?
Does the car feel slugish ?

Concerning turbo:
Drag makes a good turbo kit & all but I highly recommend you look elsewhere like a southflorida performance kit or a inlinepro.com kit

Make sure you get a Tial or HKS wastegate, stay away from the cheap wastegates

Hondata or some kind of computer management will be needed, so the fmu you get with the drag kit will almost be useless

I was planning on going with the Hondata Stage 2. Thanks for the help with the wastegate.
I don't think that the exhaust is colored or scented, because it wasn't when i drove it in April. I went to the strip with it and it only ran like a 15 flat best time. I had ran high 13's before so I was worried and thought that I needed new rings. I need a shop to do all the work because I can't do it myself (being 6 thousand miles away in Italy and all).

I'm not trying to sound like an ass, but I can't do anyting to the car right now...BEING IN ITALY. I need it running. Thanks for the help though Cronic. Now I know what to ask for if I ever get in touch with a shop

Wouldnt you be leaking oil too if you had a blown headgasket??
