actually the I-Vtec kicks in at 3200

There was an article in Sport compact car, I think, where they bought a new RSX-S and swapped the motor into a '02 Civic Si. They mentioned they had to drive it real easy to keep it out of Vtec range to bring it to a dealer and have the ECU re-programmed.

I believe the Civic Si Vtec opens another valve like the VTEC-E found in the Civic VX...

The why new i vtec works(besides on the rsx type-s) is a two rocker arm vtec, unlike the three rocker vtec on the past. both rocker arms follow their cam lobes with one being slightly bigger then the first. At 2800 rpm, both rocker arms lock toghter and follow the bigger one. I-VTEC also incorporates vairable valve timing.

Yes, i passed my honda test at work on the new vtec.

So one valve opens a little less than the other and then at 2800rpm both open the same as the bigger rocker arm?
