I think i was chipped, ECU problem need help

Default I think i was chipped, ECU problem need help

I finished my b16a swap in my crx si and the pwo ecu led stays on steady ,and seems to hit a rev limiter at 4000 rpm and the car runs like crap.

I put a friends pr3 ecu in my car to test it and everything was fine so i opened up my pwo and it looks like on the back side of the mother board it was desolder around a chip and not soldered back i am guessing this is the problem

the chip in now looks origional, it has a st symbol on it and a circle in the middle of it with shiny stuff inside

could it be a bad install or a fried chip or does it just need to be soldered or do i need a new ecu
