turbo or all motor???
I know some turbo civics(sohc) that only do mid 14's, but that was a half assed job. I think I would do a swap them turbo...but thats just my two cents there.

sohc vtec is a joke. well not entirely, you can make decent power with a single cam...if your used to modding lawnmowers. really just buy a b16 and be like the rest of society.

Go turbo. Do it right or end up on the side of the road. Single cams can make great power on the top end with a large turbo, but it's a little difficult on the street to use the power.
Get a large FMIC, and a t3/t4 60-1. With 440cc+ injectors and TUNING you should be well into the upper 200's on stock internals.
Now, this is a VERY dangerous setup to run, because if something goes wrong, those rods will snap. They don't like detonation very much.
