That part is true. However, lead used for bullets comes from the environment. Lead is taken from the earth where it has accumulated over millions of years. Not making lead bullets does not change the amount of natural lead in the environment as far as I can see. Copper and silver mines produce 100X the lead waste that stray bullets provide. So yes, this is strictly an anti gun measure
