Default Turn signals not working...97 G1500 van

We purchased signal stats (silver looking thing) to install to see if that would fix turn signals...was told they are located under steering column..well we have looked and can not find where it is at to replace. Called local chevy dealer..they want us to bring vehicle in..I would like to try to fix ourselves..lots cheaper. Any help in where signal stats are located would be of great help. Also...when ever someone wires my van to pull trailer...we begin to have problems with blowing fuses and light bulbs...my normal mechanic once did it according to schematics from GM but still have problems, and he has no idea how to correct. Is there anyone out there that knows how to properly wire this van?
