Default Old Car. No Title?

So my neihbor has a 68 camaro he is trying to sell me. Peoblem is it's been through a few hands without a title. Any advice on how to get a lost tile? car has been siting for a lond time and needs alot of work but I still think its a steal at $1000. Could probally get it running for another $1000? any advice might help

bill of sale and a vin check should do.. as long as the title is still good and there isnt any obvious foul play that the tax office can find (stolen or something) then everything should go smooth.. just make sure you fill out a good bill of sale and get the guys signature
