New track times
those times dont sound right, and if your dropping the fuel pressure that much, you better get an AF reading. if you dropped 3 tenths on the 60' you should be like 9.0....did you try bring it back up to stock pressure? just makes me wonder if your not going lean and causing some knock and its pulling timing.
granted i had an automatic, but i was doing 9.0-9.1 pretty consistantly with high 2.0 60's, bone stock 93...and i mean STOCK

stock fuel pressure is 46psi on an LT1. and like vince said, lower fuel pressure, which means less fuel, means leaner conditions, which means hotter cylinder temps, which means possible pre-ignition and/or detonation, which means your knock sensor "hears" it, which means your ecu will pull timing, which means you will be making less power, which means you will go slower.
