Of course, Chang's Honda isn't exactly the most practical car, with all the seams sealed off with tape (which is why the doors didn't open during the competition) and its long nose, but it shows us that no fancy hybrid technology is required to get great MPG. Weight reduction and aerodynamic improvements can go a long way on their own.

I see people out there spending money on the car to improve it … If you spend half that effort just working on your driving skills, making you and the car work together as a team, then you’ll go faster – period. To make the car go a second faster on the track takes a lot more energy and money than making yourself drive it one second faster.

Im going to guess not alot.. Tuning obd0 isnt something alot of people do. And judging by the type of modifications already on the car, I wouldn't peg it for an obd1 conversion..
Simple things like lowering the fuel pressure and feeding pre-warmed air (not cold air) into the engine would lean the mixture out even farther than the factory maps do. Advancing timing would also help for a more efficient burn and more power.

Also as I am sure Loren can chime in on, driving technique plays a HUGE role in increasing mpg. With no modifications at all its not hard to see a significant increase over epa ratings. Hypermiling, gauging distance and speed to ensure that you lose as little momentum as possible, and never stop all help to boost your mileage. Im sure a stock hf in proper running condition could easily do 60+mpg highway.
