these style rims are out there for sale and can be had, they only take the rims because they are easily moved for $$ quickly, while the brakes are a more specific part that only fits certain cars without mods etc...

^Truth. My wheels aren't even that expensive but I can't exactly afford to buy new ones so I use two different kinds of lugs on mine. A spline drive AND a lock on each wheel.
