I think Trans Wheels can fix minnor flat spots they are located on the right side of hwy 60 just after you pass kennedy heading towards Pop city.

 

steel wheels you can just pound them back out with a hammer other than that there is a place out by the Ice palace not too sure on the name but they fix rims but either way you would really be better off buying a new one and save yourself the hassle.
