i would say so as there's no blood in the cabin. did anyone notice anything strange about the steering wheel? i am pretty sure there is a lipstick mark below left of the hyundia badge!

from what I've been reading
a. airbags are optional in Korea
b. people in Korea tend not to wear their seat belts which may also disable the system
c. depending on the speed, angle, and impact the computer may have determined the airbags were unecessary
also steering wheels are supposed to bend like that in an accident
