Default Local Welder needed

I need to find a local welder to remove an old catalytic converter from my car and replace it with a piece of pipe. I've tried local muffler shops but they won't do it due to EPA laws; the car is an '88 Accord w/2bbl carb so I don't know why it such a big deal since I really don't need one. I just started Spring classes at USF and don't have a lot of money to replace a cat conv with another one and thought it would be cheaper just to put just regular piping on my car for now. Anyway, looking to find someone that is local and has a portable welding equipment. This is my daily driver and need to get back on the road ASAP. Thanks.
