Shortage in the fuse?

Default Shortage in the fuse?

I got a '88 Chevy s-10 and my horn doesn't work..and its missing a fuse......so i replace the fuse but every time i put a new one in it blows the fuse before i can fully insert it in.....

please help me out here cause i need my horn so i can honk at the ladies

shorted/grounded wire i'd bet

unplug the horn/s plug in the fuse see what happens. fuse still blows wiring bad. fuse ok horn/s are shorted.
