lets say its a kit car from canada. Not looking to get into a debate about the legality of this. Just looking for someone who knows the process better than the average joe. thanks.

It depends on the kit, sometimes if it's just cosmetic recladding of the body the original title is still good.
If it's a replica kit like a FFR Cobra, or Superformance car, or Caterham Super 7 - they are usually titled as the car that they're replicating.
If it's a non doner kit like a locost or something you made up you'll have to see what your state DMV allows.

according the the DMV you have to have a title of some sort or MCO bill of sale. SO lets say you got a shell for a car and rebuilt it and made it into something totally different. but retained the frame of the car. theoretically can you use that title of that car and have it redone as a kit car?

yup
the other thing you can do is find a state that is easier to deal with, and title it there and then a couple of months later register it in Fla and change the title over
usually the folks at DMV won't even bat an eye
just don't act all suspicious like
