Nope they don't, but they are the first line of defense for saving your life. And that's a good point about keeping the driver planted to keep control.

Annual car control clinics should be mandatory for everyone's first five years of driving. I don't know why parents don't invest in that stuff. Instead they turn their kids loose with minimal training in an activity that is the leading cause of death amongst 15-24 year olds. And people think universal health care for the children is priority.
