Need a lil help

i just got my ford focus a few days ago and i was looking around for things to make it look better. I came across these headlight and taillight black out kits, thier 20% tint. And i want to know if their street legal or not before i buy them, please help. thanks

I'm pretty sure that tail lights have to be RED and must have the white light for reverse. The headlights should be fine as long as they still emit enough light, and don't completely black it out.
