Why would spinners ever need to be banned? What is their reasoning? Are drivers being distracted by them? I would tend to think cell phones would be way more distracting.

There was an accident a while ago where a lady glanced over, and saw an SUV, and thought it was stopped because crappy bearings on the spinners were keeping them from moving while the car was moving, so she thought the car was parked.

i actually took a claim once where, i dont remember exactly what/how it happened, but the customer thought the other vehicle was still moving bc of the spinners confused him and he somehow got into an accident.

and both the above cases are to be blamed on bad or stupid drivers not the spinners.

my mom once was sitting beside a caprice on 24" spinners @ a red light and she glanced over and seen the wheels spinning thus she took off and got a ticket for running a redlight. judge did throw it out but it was funny to hear about it. although this was when they first came out and got big.
