If you had 8k $ ...
Yup Jerry's Mirage is a prime example. But Jerry's went a step further making his AWD. Also a guy by name of Will in Orlando has one too actually this is the second one he's built both FWD though. The first one was a 1993 Colt... it was black with a 4g63t swap. Still had a sidemount intercooler and the manifold was a 2g manifold. He ran a 13 something with just that setup. Thats what he told me at a DSM meet I went to in Orlando. So just imagine if the engine was modded what he would be running then. Mirages are lighter then a DSM and the swap so I've heard on a 93-96 isn't even that hard.
And about the assuming I can do all my own work, i mean I know there are somethings I will not touch just because I dont know shit about them, mostly trannys, and I would rather pay someone to do it right the first time than me trying to fix it like 8592834569082 times before I get mad and get soem help
84 MB 190E, 2.3 with a decent size snail hooked up to it
E30 325is fourdoor with an SR20 in it
94ish full size chevy short cab short bed work truck with a LS1 and a lot laughing gas

Here my wild thought(and next money wasting endevor)
An all-wheel drive astrovan that your freinds dad flipped that you can get for $200, swapping in a 468 which I already have, and building it as a coumpound turbo-Miller Cycle/modified Atkinson cycle engine with mechanical alcohol and progressive nitro-methane injection.
Yes I am retarted and a bit overly optimistic, but I believe that because of the progressive power delivery and some good luck the drivetrain will hold together with minor modifications.
This is something no one has ever done, but I believe, because of the different loading dynamics of this cycle I can make 1k plus HP without turning over 5000 rpm, and with less-than-exotic parts.
Estimated total cost-4,000 on top of parts I already have. EDIT:Standard crankshaft rotation

good luck with that one !
gn engine in a 70-74 chevy vega
and i'm talking about like a 800hp gn engine witch is mild
or i could do a budget stock suspension car for a grand extra...so really if i got parts with the budget money and sold them and turned my budget into 7gs where talking about a 5.80 or 5.70 radial car with 6 -7gs and a 331ci engine with a 300 shot
