its not a "new" turbo per se, it still uses an exhaust housing, journal bearing, exhaust driven compressor. It just has a vane in the exhaust side to increase velocity at lower exhaust speeds (rpm) that opens as exhaust velocity increases. Pretty cool stuff, but I won't call it ground breaking.
