no its tacky as hell. a matching paint job or atleast a good color scheme will make a car look better then discolored paint and decent rims.

Rims will look nice with the bodykit and paint job you plan on doing next.

He wanted Rims first, than hes gonna get a body kit and than plans on painting it(I think, I know the paint job is planned). Its just the way he wanted it. The finished product (hopefully) will still be nice, having a styling body kit, and a nice new matching paint job.
