Why not getting a sort of rubber or metal "stopper" made that could be inserted when it looks rainy? You wouldn't need the scoop in cool weather rain... And for most it could be made where you wouldn't even see it.

Dunno where it could be made at though.

Easy...don't drive in the rain The dust is a prob though, I'm getting tired of wiping down my engine bay every time i take the car out.
