Chrome is just that. A chrome plateing on the rim. Depending on the quality of the wheel some chrome holds up well, on cheaper wheels the chrome chips off like paint. Chrome will hold up more against harsh wheel cleaners. I've seen curb rash on a good and cheap wheels. The good wheel was just scratched/pitted. The cheap Ebay chrome wheel was scratched/pitted also but the chrome around the area was flaking off.
Polish Alluminum is not a shiny as crome but it looks good with polishing every couple of months. Its not a plating or coating on the wheel but the aluminum that the wheel is made out of is just polished to a shine. You can't use any cleaners what so ever on polished aluminum it will dull the surface significantly.
Chrome will last longer but it's all about maintenance, the look you want, and how much you want to spend. IMO most people can't tell the difference if the polished aluminum is kept up looking good. My wheels are polished aluminum while the one below mine is chrome.
