I would just make sure that your new odometer is over where that number is and nobody will know. I've never done that but i know many people that have. if you go under, when it is registered upon a sale the new title would be tmu and that could bite you in the ass.
The only reason I even mentioned anything about newer cars is so that someone that didn't know any better wouldn't read this, then write 'EXEMPT' on their title for their 2003 car and try to register it. For his case, 'EXEMPT' is clearly the best and easiest thing to do.

on most analog odometers you can actuall wedge the numbers apart and roll them to the correct mileage. I would still note exempt or mileage discrepancy on the title, but so that you know the mileage is correct. I have done this when my last speedo was stolen out of my crx, luckily I had mileage records for every fuel fill up so I will atleast be close to the true mileage.
u can do whatever u want...as long as your title is marked not actual mileage all is well
