Well, he didn't actually pull over, did he? He was going to his bank. Still, no lights and I'll flash the bird and brake check a tailgater. Its a great way to get a new car.

He was off duty, I don't think their supposed to give you a ticket. Probably some dumbass that has no friends. Get a lawyer and file a complaint that he was riding your ass.
