I'd paint it black because it would look really clean on you car. Or the STi idea that some people have pointed out.

I highly doubt it will come out like it does in the photochop
but id still look pretty sweet, and i wouldnt do a pink sti, but like a lighter shade of black or a dark gray kinda color. just my taste

Do you lose any kind of efficiency by painting it black, I was thinking about painting the top and the sides of mine black so that it looks the same size as stock but I was afraid of losing efficiency out of the IC. I would say go with black IMO

If you want it black and just do a coat or two so that way there is not alot of material on the intercooler and it does not affect efficiency. Also with it being black it will help out the heat disapation.
Powdercoating is a No No. Its too thick. Just use the typical $1 paint can at lowes or homedepot. 1 or 2 coat is enough like 4drwhore said. If you want the look done professionally, get it anodized, but it isnt a cheap way to do it.

the BBQ, radiator paint works very well. spary at a angle so the paint doesnt gunk up the fins....
