if it has shaft play that doesnt mean the turbo took a shit. When it starts smoking, wining loudly, not boosting or has ALOT of play is when you should have it rebuilt. You cant rebuild it yourself since the whole assembly is precisly machined and balanced. I had my stock turbo rebuilt/upgraded at Performance Techniques in california. http://www.turbonetics.com/
my 60-1 upgrade/rebuild was 500 bux. I think the stock rebuilds are like 250ish or so I heard.

Locally, Charlie at CMR Turbos did my stock T25 for less than $250. A minute amount of shaft play is normal on a non ball bearing turbo. Also know that the condition of the oil seals is not correlated to shaft play. My old turbo had very minimal shaft play and dumped oil the Exxon Valdez.

A small amount of shaft play is normal. A 14b isnt even worth the price of a rebuild, you can find perfectly good 14b's all day for $100 if you want another one. You should just go with a small 16g if you dont want to use the 14b anymore, you can find a nice condition 16g anywhere from $150-400, it all depends on the seller.
