Well, with the choices that you provided...I would go with the SRT-4. The Cobalt makes me sick to my stomach, and I've never really like the tiburon all that much.
I'm guessing you have somewhere around 20k to spend right? If so, I can give you a couple more options that you could go with.

the srt4 isn't much faster than the cobalt ss but both are far from the tiburon
also you didn't say what models you're looking into
IMO I'd get the SS because skittles are so dime a dozen, it's a GM product, and I love supercharger whine

Well if you must go to the FWD camp why not look at the Sentra spec V. Alot to be said for the reliability of the car. And it has decent power for what it is. Also Scion has put out a new car this year that looks pretty hot and with a toyota power plant should be very reliable.
