Just wire them to a switch, don't know the current draw on those things but I'd go with a small signal wire to a switch to a relay running a thicker wire (at least 10 gauge, maybe thicker) straight from the battery (properly fused) to the neons. You can't drive around with them on all the time, they're illegal.
