unless your car has a fully built engine and etc,is a carbon fiber hood even worth the 500 dollars? for people without fully built cars you could spend that 500 on more engine parts.

I think it's a good investment.
But this is coming from a guy who is very critical about weight.
The less weight, the better. The car brakes better, handles better, accelerates quicker. But, you would have to take more weight off than with the hood alone.
Carbon Fiber hood + Lightweight wheels + remove backseat (if you desired) + get rid of all the junk out of your car = a good start.

I feel that unless you are 1.) a person that has a vehicle that has nice exterior modification adn you want to add it to complete the look, then go ahead or 2.) if teh weight reduction would make that much of a difference and the money is available, go for it. Now I can't stand seeing stock cavaliers and civics with stock wheels or cars full of unpainted fiberglass components with spraypainted quantum tech wheels with a 400-500 dollar fiberglass hood....utter waste...
