machine shop?

is there any place locally that will remove a broken off rear suspension bolt on a civic without taking the control arm and strut off the car?.... basically can i take the car in as is, cause most places make you remove the part

the only way we could work on the part is to take it off, trying to drill it while its on the car is a pain in the ass
