Default Trying to identify part

anyone have any idea to what the hell this might be, we think its a ballast-resistor has one hot and 4 grounds. It's on a one off VW, but not a VW part we've seen before, it has no part numbers or identifiable numbers to go from... any help would be appreciated

thanks,

Ian
