Removing/patching rust bubbles on fender?

Default Removing/patching rust bubbles on fender?

I jsut picked up an 88 caprice winter beater/ daily driver(for now) for a paultry sum of 250 bucks. Its got 297 kms (damn lot) but everything looks alright on it so far.

The car is decently clean except for a bit of minor rusting on therear left fender. I was wondering, what ist eh best procedure to removing/ patching it up? it doesnt have to be a great job, I wanna do it at home for cheap, and the patches dont even have to come close to matching the paint. Anyone know how?
