how do you remove over spray on a car from a spray can
with out harming the clear coat on the good paint

If its not real bad, start with something light, like meguiars #7. Work your way progressively to stronger. Meguiars #6 Swirl remover might be the next logical progression. If neither of those take it off, i would suggest some turtle wax polishing compound (not rubbing compound) applied to a wet cloth. Don't use too much pressure.

 

get it buffed out if anything

I did this too. It was easy and worked great.
Black overspray on a white car. Just make sure you put a good coat of wax on it after you do it.
