SBF Harmonic Balancer
The issue is depth, specifically from the back of the ring to the front of the timing-chain cover.
A stock balancer for a '94 Mustang 302 is 4" deep from front (where the pulley bolts to) to back
(at the timing chain gear), from what I measured on a stock balancer. What I didn't do is measure
the depth on a stock balancer from ring to TC cover. If I had to guess from memory, there is about
3/4-1" space max.
I bought an ATI Balancer part# 918929 but when I put it on, there is about a 2" gap between the
back of the ring and TC Cover. This balancer is also 4" from front to back. The ring itself seems a
little narrower than a stock balancer ring but I don't think it makes up the difference.
I pulled the TC Cover off to make sure the new balancer is seating all the way and it is. I'm at a
loss.
Any ideas?

What about the balance of the motor? Lets say you find a balancer and timing cover that works, you need to make sure it was balanced with the rest of the rotating assembly.
For example I had a 306 in a black hatch back in 05. When I built the motor I had given my machine shop every part i had including an SFI flexplate, months later the flex plate broke and had to replace it with another of the same part number and it had a horrible vibration from 2500-3500. I pulled it back out and had the two of them spun and the one was an ounce and a half off.
Unless your still in mock up stage then nevermind... lol

Thanks, that is what I needed. Was that on a fox or SN95 5.0? I will call ATI today.
After talking with ATI again, they do not make a balancer specific to '94-'95. However the ATI balancer depth (pulley mounting surface to end of snout at timing chain) is the same as a stock Ford balancer but the stock Ford balancer has the ring set back from pulley mounting surface about 1/4" and the ring is thicker than the ATI ring.
I did look up Innovators West balancer and they make one specific for '94-'95. The ring is thicker but it does not appear that the ring sits back from the pulley mounting surface any at all. This balancer is made of aluminum vs steel, which I don't really know if it's a good thing or not. I will call them later today and talk to them and see if I can get some info.
