emissions
so today i had off and thought id get my tail pipes put back on. after about 2 hours of driving around and hearing places tell me outrageous prices JUST TO WELD TAIL PIPES i finally went to a place that was goin to charge me $40 and the manager comes out and says we cant touch your car because u have no cats. and we will get fined $50,000 if they get caught messing with my car. then he tells me that florida is goin to reinstate the emissions laws so i should start gettin all my emissions stuff back on the car
question 1. is he full of shit and just trying to sell me cats?
question 2. is emissions coming back to florida?

They've been talking about reinstating Emissions and Inspection stations ever since Crist first took office. And each time it gets brought up it gets shot down. It will happen eventually,.. of that I have no doubt. But it wont happen during our period of economic hardship. The money involved to set it up is too costly right now and in many cases, parts of the general public simply can not afford to maintain their vehicles to the standards that will be set forth and will create many hardships. But I do believe within the next 10 yrs Florida will have emissions testing and vehicle inspections. What I read on the books was that when they do they want to employ California's standards. So it will be a tough sell to crack with new cars.
The good news is that by that time fox body cars will all be eligible for antique or classic car tags and will be exempt.
I had to deal with emissions BS when I lived in Md. This is how stupid they can be. I put a brand new GM crate Target Master 350 in my 84 Camaro. Chrome valve covers and air cleaner to make it look cool. I had no cat converter,.. but I took the case from an S10 converter and tached it around my pipe to look like one was there and then bolted on the smog pump and made it look like it was functional. They asked what motor I had in the car,... when I told them it was a 350,.. they failed the car because in 1984 Camaro's didnt have a 350 so it was deemed an illegal engine. I go home, I swap the stock 305 valve covers and dual snorkel H.O. 305 air cleaner. Lie to them and tell them I put the 305 back in it. I put 2 bottles of dry gas in the tank, leaned out the carb and set the distributor back to 10 deg BTDC. The motor passes the tail pipe sniffer test and I didnt have a single piece of functional emissions equipment. Even the EGR on the manifold was faked. All that just to run a 300hp 350 instead of the anemic 190hp H.O. L69 305.
Md also had a rule that if you could show a receipt that you spent $200 for something emissions related,.. Carb, exhaust, EGR etc etc they would give you a free pass. Md only tested every 2 yrs thank God. I would have gone insane if I had to do it every year. They do it by your birthday and mine is in January. Mid January in Md where I lived typically had 19 - 25F day time temps. Fug that.

The reason behind it is to keep the smoke blowing pieces of crap off the road. Basically, they are trying to improve the quality of vehicles on the road. At the same time, they will be increasing automobile sales.
I moved here from Seattle, and they have had it for a while now. I don't really care if they re-instate it or not. I know how to fool it anyway. Basically, if your car runs good and doesn't blow smoke...you'll pass. But the test CAN tell if you have an exhaust leak.

Yep...Usually that's the way it works unless the vehicle is too old.
