Can you see the weird looking carbon build on on the spark plug's diode?
1. Is it actually a carbon build up?
2. What could be causing this issue?
3. How do I solve this problem, (if it is one) because that don't look good
Thank's in advance.

Burnt oil.
The detergents in oil will crust up like that.
Rings, valve seals, blow by, you name it.
If thats the Dodge slant 6 you'll probably get another 200k out of it like that. Just have to keep pulling the plugs every 10k miles and keep adding oil in between changes. I drove an old 68 Valiant like that. I bought it for $500,.. drove it for a year, sold it for $500 and my buddy's wife drove it for another 2 years before she gave it to her younger brother to drive who finally killed it.
