Is the sound coming from behind the dash ext/in the cowl area where the motor is? or behind the dash int wise? U may wanna elaborate more pls... Just so the real Tech guys can help or walk u thru to probe ur problem...Know what I mean?

Like stated,.. something binding or perhaps a relay tripping. check for the obvious things first. Then start hunting down the noise with the wipers working. I had the bolts for the wiper motor come lose because of metal fatigue on a Camaro once,.. I'm sure it is possible with Mustangs too.

Pull the wiper arms off and see if the noise is still there.

I'd say you are low on blinker fluid. Not an uncommon problem. Do a search. If that's not low, I'd say it is a relay tripping.
