Default E-Brake question

ok a couple months back i replaced the rear calipers and pads. We took it all apart and put it bake together, but when i released the e-brake and started to drive the brakes didnt release. so ever since i when i pull the e-brake it engages but doesnt disengage and whenever one of my idot friends pull it i have to get underneath and pull the cables to release them

so does anyone know wat it could be?
