Is 30psi too low on a stock motor?

I guess if you got the money...Why not? I would start with the regulator. Thats the least expensive and the easiest to do. If it fixes the problem...Then great...If not, then go with the FP....

anything else can cause this? it's averaging about 35psi now.

Clogged fuel filter or if the pickup screen is clogged can also effect fuel pressure.
