Default Two fuel lines?

I know an 85 was a mechanical style fuel pump.... did they have a return fuel line? I have two lines comming out of the drivers side fender where it meets the firewall and they both look like they run to the tank.... ??? There is no efi pump in the tank... no wires running to it for power and on one of the lines there is a black hose where they ran it to the carb.

Raymond feel free to chime in on this one...
