Scott, I believe if you have a cage that the seats MUST be connected to the cage for it to be NHRA legal. But maybe Derek can provide some additional info. I don't have a rulebook handy.

But looks like a streetcar to me. -Mark

Was told it was required when we had the cage certified in the 85, and they'll tag you for a window net as well (and a chute, but probably won't hit you as hard..although with those rear drum brakes you might need it...
I'd double check in a recent rulebook though.

As for the license, not a hard thing to get or a bad thing to have. They probably won't say much to you at BMP since you know them so well, but enough 9 second passes and I would imagine they'd ask.
