Yes that is a common thing with older fords is power steering whine.

That's exacrly what i'm saying. How many miles did he put on this motor. I use to see him all over the place jumping on it. I also live in Westchase area.

worm gear is getting worn in the rack

install a new rack and pump, whine will go away

install a manual rack and loose some weight and gain some steering feel

New pump will only solve the problem for a few thousand miles. I can remember my parent's '89 GT doing that since about a half a year after we first purchased the car new off the lot.
